The 2005 NEC states that piping and ductw work can be installed in the electrical room so long as they stay out of the dediacted electrcial space. I assume that duct work and piping not dedicated to the room, just passing thorugh, can be installed in the room so long as it does not intrude into the dedicated electrcial space. Ditto for piping.

Any opinions on this.

Yes, as long as the dedicated space is maintained and any foreign systems installed above the dedicated space are provided with protection for electrical equipment from condensation, leaks, or breaks. (See 110.26(F)(1)(b))

Keep in mind that the ?dedicated space? is limited to the area above and below the panel. There is working space required to be kept clear in front of the panel, but ductwork and pipes can be above that working space.
