620.71 seems to require an equipment/control room for a dumbwaiter. Am I missing something here?

Then 620.23 would require a separate branch circuit for the control room lights and receptacle.

I can understand this for an elevator, but for a dumbwaiter? Its a dwelling unit, so the "control" room will become storage anyway.
 
I don't believe the intent of Article 620 was meant for 1 and 2 family dwellings. I would go with manuf. instal. instr. IMHO.
 
In my opinion, no. You will need to have an access hatch to get to the motor(s), assuming it’s not attached to the car. Some have a single motor at the top (essentially a winch) and that is what moves it up and a motor in the bottom to bring it back down.

A dedicated circuit I do think is required.
