Duplex booster pumps

I have (2) booster duplex pumps, each 10HP, 208V, 3ph. I'm providing a disconnect for each one of them based on 10HP, then they both tie to a control panel. Now, my question is when I size the circuit breaker in a panel, do I need to size it based on the horse power rating of both pumps (20HP)?

Can they run simultaneously and are they on the same feeder?

yes they can run simultaneously, one could be running and another in standby mode and vice versa, or both can run at about 50%

If they can both operate, then yes, you use the rules for sizing a feeder service multiple loads.

Feeder conductor size also falls under such rules - needs to be 125% largest motor plus all others.
