Duplex Breakers

I wanted to find out the years prior to CTL panel markings that the duplex breakers were used. I found a good article on this site ,entitled Circuit Brekers: CTL Assemblies from 8/29/1999, that gave me the dates of 1955 to 1965 when the NEC began to require means to physically limit the number of breakers.

I don't think this is what is being asked.

At the end of the 'link' there is a paragraph that says 'prior to 1968' panels were not required to be CTL. Cheater breakers like the QOxxxx, are intended for installation in panels installed prior to 1968.
 
Here is the link to the article that I mentioned http://www.mikeholt.com/mojonewsarchive/All-HTML/HTML/Circuit-Breakers-CTL-Assemblies~19990829.php. In it it states that CTL panelboards have been made since 1967 but it also states that the 1965 NEC article 385-15 stated:

"A lighting and appliance branch-circuit panelboard shall be provided with physical means to prevent the installation of more overcurrent devices than that number for which the panelboard was designed, rated, and approved".
