Duplex Calculation

My question is figuring out the service size for a duplex. A multifamily house is considered three or more units and this is only two but with a Tenant meter.
The current duplex both have 50 amp ranges and 30 amp water heaters, but the house meter only has the furnace. The tenants have air conditioner units and a couple of baseboard electric heat units.
Since we have to do one service, under which calculation would this be calculated under?
 
There is only one meter for the duplex and one for the furnace? Very odd to not include a/c units.

I would calculate it as a single family optional method and just combine all factors. For instance, you may have 4 small appliance branch circuit for 2 kitchen, 2 laundry circuits, etc

Sorry for not explaining properly. There is an electric meter for each unit and just one for the furnace since the owner pays for the heat. So there is 3 meters in total.
