Duplex Panels

Got a call today asking "How many panels would the code require for a duplex w/ some common loads(well, septic pump, common furnace, and common lights for a common room)". The 2002 code section 210.25 tells us that the branch circuits for a dwelling must only supply loads to that dwelling. So can branch circuits that are "dedicated to there respective dwelling derive from a common panel? The "House panel" is understood that it is required. But what equipment would you consider the code is referencing? Could the disconnect that supplies the "House panel" as well as the tenet panel be considered?

It sounds like one panel could serve both tenant spaces as long as both tenants have access to the overcurrent devises that control thier unit and the circuits are propoerly identified for the use. Additionally one panel with 2 subpanels for the main disconnecting means could be used.

I would think you would want 3 meters and panels.House meter/panel should pick up all shared items,otherwise i woul be cranking my AC to 72 in the side i rent.
