Duplex share ground rods?

I’m doing a job for a friend, so I’m trying to save him money where possible. This duplex has 2 meters, 2 100A drops and two service panels but share the same water meter and basement space. My question is, can I use 2 ground rods for both services? Also, can I run a single ground wire back to the water heater and water meter?

Yes, one pair of rods will do, and one GEC will as long as it's sized for 200a.

Why would you need to run a ground wire from the water heater from water main. Usually the bonding is between hot and cold if needed and through the circuit supplying it.
