When installing type 1 SPD for dwelling, it is permitted to install on the line side of the main. My question is: would it be better to install on the load side of the main breaker, so if you ever have to change it, you can shut it off.
Or
Would it be better to install on a secondary breaker, or would you lose some effectiveness. If installed on a secondary breaker, 20amp work?
 
You can install a Type 1 on line or load side. The problem is typically you don't have a compliant way the connect it unless going to a breaker. Back in the day it was common practice in many areas to just slip the conductors in the lugs in the meter can. Of course that is not compliant due to the terminals and never was. I'm a fan of the breaker style and just put it in the first load center after the main.
 
The device manufacturer should have recommendations on how they want their device installed. Should be installed according to their recommendations for warranty and/or liability issues.
If that information isn't included in their paperwork it would be best to email them and get it in writing from them to cover yourself.
 
Yes read the instructions. Leviton wants a 30A ocpd ahead of its Type 2 SPDs. The leads should be as short as possible, with no sharp bends. Install directly opposite the OCPD.
