Articals 210.8(D) gfci protection for dishwashers is required but in the 2014 NEC hand book 210.8.(A)(6) in the commentary it states that receptacles installed for disposals and dishwashers are not required to be gfci protected

As mentioned handbook commentary is not code, it is the authors opinion.

That said, can you post exactly what is said, may be possible it is just interpretation issues with what was said.

The diswasher requires GFCI whether there is a receptacle or not. The disposer doesn't require GFCI but the receptacle for one possibly could require GFCI protection in some situations.

This was left over language from the 2011 Handbook edition where it was correct. When the 2014 NEC handbook was edited and printed there was a failure to remove this to recognize the new code language that requires GFCI for dishwashers. It is a rather glaring error, but as often said, the handbook has no legal authority.
