Dwelling unit or not? Load calculation

I am working on calculation for a motel building where there are cooktops provided for some of the rooms.

My question is, if the number of receptacles and type of loads in each room has been provided to me by the owner, can I do my electrical load calculations based on this information given to me?

or am I supposed to calculate the load based on a dwelling unit type occupancy per NEC which means I have to consider 3VA per sqft for general lighting & receptacle, have 2 small appliance circuits (1500VA each) and another laundry circuit.(although there is no laundry in the motel)
 
It says your in NYC and am not sure what code NYC is on these days the 2008?, I think the term guest suite came out in around the 2005 code, See the code definitions, there is very little difference between a 'dwelling unit' and a 'guest suite' other than 'permanent provisions for cooking' however since your a motel occupancy your not a multifamily dwelling. So I'd say yes treat it like a motel and go with the numbers provided.

If the suite met the definition of dwelling unit (even before 2005 - 2008) you could calculate the feeder load for that suite with same methods as any other dwelling unit. Many resort type places was common for nearly all their units to meet the definition of a dwelling unit. If the entire facility is dwelling units then the service calculation is no different than a multifamily dwelling. Otherwise you have your dwelling loads and your non dwelling loads that each get allowable demand factors from different code sections.
