E/G Protection Location

Is it acceptbable to have the E/G protection switchboard located in a separate room outside of the E/G enclosure, as shown on the pic?

There is a emerg. power off pushbutton outside the enclsure.

In my opinion, a disconnecting means is required if the conditions are not meet NEC Art.445.18:
445.18 Disconnecting Means Required for Generators.
A disconnecting means is required
except where both of the following conditions apply:
(1) The driving means for the generator can be readily shut down.

(2) The generator is not arranged to operate in parallel with another generator or other source of voltage.
