Early 1990's code question

I have a customer that has a generator panel that the grounds and neutrals are NOT seperated.
This was an install done in the early 1990's.
My question was this installed correctly for this code year?
 
What Code was enforced when it was installed? Just because a home was built in 1992 doesn't mean it was wired to the 1990 NEC. It could have been wired to the 1987, 1984, 1981..........

It could also have been wired to a local, home-brew code.

Or wired to no code at all.

I really don't know the answers to those questions.
At this point I just need to know if the code around 1990 required seperating the grounds and neutrals in a residential generator panel...

It was not installed to code. In 1990 all sub panels had to have the grounds and neutrals separated. Generator panels were not a separate section or mention in the NEC really at the time. These were just classified as sub panels.

But this is just from personal remembering. I don't have a copy of my old code books from way back when.

I have a 1990 NEC in my lap. 250-6 addresses portable and vehicle mounted generators. Article 445 is Generators and they must comply with 250 and 230 (among others). 250-23(a) states a grounding connection shall not be made to any grounded circuit conductor on the load side of the service disconnecting means.
