Earthing bar in hazardous locations

In my jurisdiction 310.106 (A) conductor material The Villages amended electrical code States conductor material should only be copper only question does that also apply to the earthing bar in hazardous locations the bar that is connected to the grounding electrode conductor is the earthing bar also considered a conductor correct thank you for any and all information is very appreciated

That's Elk Grove Village's Amendment amended rules all conductors must be of copper thank you for your reply
