Effect on 480v Cable buried in grout

A duct bank and conduit was drilled into during jet grouting operations and consequently filled a manhole with this grout. The 500 mcm 480vac type RHH cables have been buried for nearly 9 months and finally after a rain storm the other night where a small amount of water entered the manhole there was a fault to ground. The fault occurred right at the point where the cables intersected with the grout and water was present.

We have been after the contractor responsible for the jet grouting mishap for months to remove the grout from this manhole. Could the cables being buried in grout caused this failure and would the point of failure likely be where the cables intersect the grout. (I don't have the chemical composition of the grout at this time)

I would bet the failure is where the cables meet the grout because of movement or friction rather than the composition of the grout.
