Effedctive Ground fault path for existing installation

Hello All ,
I am in need of clarification for a build supplied by a feeder from the main panel board of a separate building. This is an existing installation and it was run underground in PVC conduit. It was install 2 ungrounded conductors and 1 grounded conductor (neutral) only.
From what I read in NEC 250.32(B)(1) Except. 1. That the grounded conductor is permitted to serve as ground fault current path in this condition. If this is correct my question is should the grounded and grounding conductors be bonded in the sub panel ? Also, should you avoid attaching an grounding electrode at Sub panel ?

In this case the neutral and equipment grounding conductor's must be bonded together. The grounding electrode conductor must also be connected to the neutrals and grounds. It would be the same as if this were a service.

Today we would need 4 wires and the neutrals and grounds would be separated and the grounding electrode conductor connected to the equipment grounding conductor.
