EGC in main disco?

I had a rough failed today because I didn't have an "EGC in the panel". I wasn't able to be there for the inspection, but I can't for the life of me figure out what she's getting at. The load center is the point of diso. and there are no additional panels involved. From what was written, I assume she wants me to install a couple of Grounding bus bars for my EGC's, but why?
 
Residential load center, with a main breaker used as the service disconnect?

No ground bar necessary, unless you run out of room on the neutral bar.

I don't suppose the inspector cited an NEC article? I am curious as to her reason for failing it.

Maybe 408.40 (2005) and she did not read the entire section?
 
If she did mean GEC she's dumber than a sack of hammers. The GEC is present and perfectly visible.
The 408.40 is a possibility, though. I suppose if you only read or understood part of it.....
Hopefully we'll find out later today.

I have GEC going outside to the rod electrode.
She also wanted a bonding wire to the copper water pipe, that is not in contact with the earth. I planned to bond to the pipe as well, but the plumber still only has stubs sticking down through the floor. I just stuck a piece of wire up there with the ground clamp attached to it and hung it on a joist for whenever the plumber finishes, and we're good to go.

Now, the basement is not going to be finished, and this could have been inspected on the final, since I have a valid electrode....
