Does it specify in the NEC that a EGC of the wire type must be installed with every circuit? I’m can’t seem to find this anywhere. Please help

If you mean all metal surfaces must be bonded, yes.

Of course the EGC could be for instance a metal conduit or cable tray. It does not need to be a physical wire. If you think about a ground wire on an enclosure this is just an extension of the box. In this configuration a separate ground wire is a supplemental ground. It is not required by NEC but may be required by the hospital Code for instance that requires two separate grounds.
