we have a new transformer cut into our 13,200 loop. a contractor has ran a conduit to a disconnect out of the secondary side (208/120 at this xfmr) to a disconnect for the new building panel. There is no "green" or what I would think is the EGC in the conduit from xfmr to disconnect. There is bonding in the disconnect with the ground ring and/or rod. Anyone willing to comment or point me in the right direction in the code book? thanks......
 
If it's a customer owned transformer (as opposed to a POCO service transformer) there needs to be a system bond jumper or bonded as shown ion 250.30(A)(1)
 
As Augie said, or if it is Utility owned all you should have is what the contractor installed, (4) conductors with no EGC
