Egc

I have a 4.16kv chiller that has RGSC from switchgear to 3' above connection box. Then it transistions to LFMC (< 6') to the connection box. Is an EGC required to be run with the feeder cables or can the conduit be the EGC? Per 250.118, (6)e, it appears as though it is required.

IMO, no egc conductor is req. The pipe and flex is installed per 250.118 should be sufficient. I usually pull a egc in the flex but if it is under 6' and has the appropriate listed fittings , you don't have to. If the engineer specs an egc then you must do as he draws it.
