path of egress, that is to get a person outdoors
does egress go outside the building. we have two-headed emergency heads outside. for normal outside building lighting, we have metal halide. does the metal halide fixture need quartz restrike, and the emergency heads tied into the exterior fixtures.is this true

I believe the requirement is to illuminate egress including the outside of the exit door. Once they are outside, I do not think there is a requirement to illuminate the exterior of the building during an outage, although you could if you wanted.

Since you have two heads outside, you should comply with the letter of the code(s). I have seen a lot (literally hundreds) of installations with a two headed battery unit (some call them Bodines) inside and a single remote head outside over the door. Does not meet 700.16.

IBC1006.3 Illumination emergency power.
In the event of power supply failure, an emergency electrical system shall automatically illuminate the following areas:...

(5) "The portion of the exterior exit discharge immediately adjacent to exit discharge doorways in buildings required to have two or more exits.

If the building is such that it requires two exits than you would need to follow this section(Only if your AHJ is under the IBC and there are no local amendments)

If the emergency power system consists of unit equipment then NEC 700.12(F) shall apply. Part of 700.12(F) says in essence "The branch circuit feeding the unit equipment shall be the same branch circuit as that serving the normal lighting in the area"
