Electric appliances in a residential garage.

I'm guessing but I thought that the 18" requirement was for an appliance with an open flame.
 
Art 511 states a garage used only for parking are unclassified. Is there an 18" rule in the building or some other Code that would apply ?

With a residential garage the NEC is silent. Could be another code as you've suggested.
 
Certain commercial repair garages have a hazardous location that is anything below 18" above the floor. A dwelling unit garage doesn't have this hazardous location.
 
Yes, but still better to maintain these 18'' rule for any emergency case( safety purposes).
What percentage of garages at dwellings have open flammable liquids on a nearly daily basis? IMO is somewhat overkill in the commercial garages to have this requirement, but sometime more recently NEC finally made a distinction between major repair garage and minor repair garage and gave differences in classified areas related to both.

I'd say 90% or more residential garages around here have refrigerators, freezers, or other appliances that sit directly on the floor. We don't have a rash of fires started by those because there is flammable vapors near the floor being ignited by those appliances.
