I have three 1600VA, 480V three phase electric baseboard heater fed from one branch circuit in panelboard that has 30A breaker. The total load of baseboard electric heater is 4800VA so thats 5.77A. Would not the electric baseboard heaters 30A breaker be too big or would NEC 2017 section 424 allow that?
 
Check out the first few sections of 424.... that allows 50 amp branch circuits in non-dwelling units.

Is the wiring sized for at least 30 amps?
Do the heater's install instruction say they need a smaller circuit?
Many heaters may explicitly allow two or more to be controlled by a single contactor or switch (on one branch circuit) or to be wired together into a set.

Why would a 30a breaker be too big?
