It depends on the inductance of the coil more than the inertia. If the bell has an interrupter rather than vibrating at the line frequency, then it does not care from DC to high Herz as long as enough current flows.
I strongly feel that the high turn bell coil with an iron core will require a really high voltage at 10kHz to get enough current to flow.
