I have noticed on some jobs that a red putty like substance is applied to the back of outlet boxes installed in drywall. Is this a requirement?

That red stuff is fire caulk and you have to put it in penetrations in fire rated walls.

I believe you are seeing a fire resistant product. See 300.21, 05 code

putty pads. used alot in apartment buildings, high rises, condos etc...
