Thanks.... but it doesn't mention anything about using a receptacle for car charging... so is this optional?
The branch circuit and at least one receptacle on it are mandatory, as the language says. I believe the intention was to allow for at least Level 1 (12A @ 120V) car charging in garages. No garage, no requirement.

So the receptacle is required when you have a garage. But it’s purpose can be for anything. So a car charging receptacle is optional, correct?
 
Hi, is an electric car charging receptacle required by the NEC for a house that has a garage? or a driveway? Or is this optional?

Not by the NEC. But there may be other codes. In California there are requirements for new construction to account for it. For example a single family dwelling with an attached garage be built with a 40A circuit for EV charging or a 1" raceway for future installation.
As of now, thankfully yes. Imagine the extra costs involved if it were not.

I'm imagining the costs of retrofitting recently built or remodeled housing that doesn't have it to be substantially more.
 
Anyone know if a particular code in NYC requires it?
Not familiar with the NYC codes, but a quick google search turned up:

"R404.3 Electrical Vehicle Service Equipment Capable (Mandatory). One or two-family dwellings and townhouses with parking area provided on the building site shall provide a 208/240V 40-amp outlet for each dwelling unit or panel capacity and conduit for the future installation of such an outlet. . . ."


You'd need to double check Chapter 1 on the scope, but the way that is worded seems broad.
