Electric Code for MN (breaker box info)

HI. So I moved into an apartment and the garages caught on fire. After the fire, we found out the Garage was running on the main box in the apartment complex. And I was told, the garages should have been on their own Circuit boards/BOX and not one running from the apartments. The mainboard runs the apartments and the garages. No secondary Breaker box for the garage, I'm curious if anyone can verify this? I'm not really sure what to look up or how to locate this information. As the apartment complex is trying to get over on us because of this. I live in Forest Lake MN. and any help on this would help a lot. thanks :)

My main question. does a 7-car garage unit, separate from the apartment complex require a secondary breaker box to run its electricity in the state of Minnesota?

I'm sorry if I broke any rules. not my intention if it did happen. Just need some clarification
also, any help locating the code for reference would help greatly :)
 
Sorry you are having this problem. However, we aren't allowed to help those not in the electrical industry.
I would suggest you contact your local codes department for both electrical and building.
