When did the code change requireing a 4 wire ckt to an electric dryer

Here in New York City we use mostly AC cable I'm assuming let's say a 10/3 or 8/3 AC cable it's sufficient and compliant because the outer sheath could be used as an EGC

Assuming metallic box obviously with properly sized bonding jumper

New York City is on 2008 code

1996 or 1999.

Even in places where romex is common the code always required an insulated neutral so it was common to find 10-3 with a ground pulled to a three wire dryer recpt. It made for an easy service call when someone with newer appliances was moving into an older home,, turn the breaker off, change out the recpt, turn the breaker back on.
