I have electric fence 7000V DC 10 feet high with rapid lighteners. It is not substation fence, does not have any electrical equipment. It is there just to keep public out of property and encompasses the property perimeter. What section of the NEC 2014 would apply to this fence?

What, pray tell, are rapid lighteners?
Is the fence potentially lethal if someone is not able to break contact? The peak voltage of pulsed AC or DC is not as important as the available current.
 
I am not sure it is directly covered under the NEC you may want to check

American National Standards Institute (ANSI), the United States National Committee of the IEC (USNC/IEC), and NEMA are the US members of the IEC.

Nothing in the NEC but there may be zoning laws and regulations that you should be aware of.

Is that actually legal?
 
There needs to be answers to a lot of individual questions before anybody can say it's legal. All I know is that if I did something like that around my property the building inspector would be here before I finished the first section.

This sounds to me like somebody is growing pot.

It could be that. But this sounded alarm bells for me:
It is there just to keep public out
That infers that the public could have access to it. What if it was a child?

The reason the national electrical code exists is to prevent injury & death from electrical hazards. Nothing in there applies to 7 kV exposed conductors at ground level.

The sections that apply are the paragraphs which require exposed outdoor conductors to be a minimum of 18 feet above the ground, and the paragraphs that require exposed metal parts to be solidly bonded to ground.
 
I've seen fence chargers rated to about 15kV, they are used to keep livestock contained to a desired location. Such critters usually have four feet on the ground instead of just two and are even more susceptible to the effects then humans typically are with only two feet on the ground and often wearing shoes over those feet. As mentioned it isn't the voltage that is lethal it is the amount of current it can deliver.
 
I’m thinking OPs fence will keep no one out that really wants in but may cause some serious legal fees. None having to do with the 2014 NEC.
I can agree with that also, at least if not on a farm.

They don't always keep livestock in on the farm either.

My collie, not the one I have now obviously, was wandering home with me. We had an electric fence now and again to contain a cattle beast that needed to be segrated.
Macho man, I gripped it. Mr dog came and nuzzled my hand. Ouch, ouch....
I had rubber boots, he had bare paws and wet grass. Neither he nor I liked it.

We got over it.

Maybe been close to 30 years ago now, me and my boss were working on this farm. The guy had a electric fence holding some pigs in an area, his dog kept harassing those pigs (mostly barking at them) from outside the fence. At one point he suddenly ran off yip, yip, yipping as he ran off. We looked at each other and laughed, figured he finally got too close to the fence - didn't see him the rest of the day.

Yes, occasionally a dog does figure this sort of thing out, and such system no longer keeps them in the intended area anymore.

Years ago, my mom's dog figured out how to charge the fence. The problem was, he always wanted to get out a lot worse than he wanted to get back in.
