There is a barn that has a ground rod for an electric fence charger and 10 feet away is the barns electrical service ground rod. Should these ground rods be bonded together?

Can the rod be confirmed as either qualifying or not qualifying as an electrode?
I'd say it probably does not, as I think they're only 4' long, but connecting them would probably improve the fence's effectiveness.

The directions to the fence will tell you not to connect them. The last one we did wanted a certain distance away from the utility. 20’ comes into mind. They also wanted multiple rods spaced xx feet apart. Hi power unit.
