electric furnace value to use on dwelling calculation

So here is the nameplate off the electric furnace in question. When doing a service calculation what exactly do I plug in for my values? I see heater amps listed as 40 amps and 20 amps, but I also see minimum circuit ampacity. I see the blower is rated at 4.3 amps. Would I just plug in 64.3 amp (15,432 va), or do I have to use 55 amps and 25 amps (19,200 va)

I'm confused as to why if the heater amps are only 40 and 20, why my minimum circuit amps is 55 and 25. Wouldn't it only be 4.3 amps more than the heater amps (44.3 and 24.3). Isn't the blower only hooked up to one of the heat strips? It can't run from both I wouldn't think.
