electric grounding conductor for new work box

A fellow electrician and I were discussing the proper termination of the EGC of two NM cables entering a standard metal single gang box and terminating onto a device such as a 15a switch.One method was to immediately twist the two equipment grounding conductors together thus creating two whips.One whip terminates under the ground screw and the other whip too the device ground screw.

The other method was to wrap one EGC under the box ground screw,whip up and splice with the other EGC.At this point a greenie can be added and the remaining attached to the device. Any insights? Thanks
 
Either way is fine although, in the first scenario, I once heard of an inspector that required 6" of conductor outside the conduit entry before the twisting began:blink:
