I am working on a nursing home project which has individual fan coil units for each of the residents rooms. Due to the fact that the Owner has a very good electrical rate, they have requested that the fan coil units have electric heating coils. There are approximately 60 fan coil units ranging from 1.5KW to 3KW.

Does the NEC allow using a demand factor less than 100% on the electric heating load to calculate the service size? Article 220.15 seems to say that it is up to the local AHJ. I am also wondering if I need to count the connected load of the central chiller or does Article 220.21 allow me to only count the larger of the heating or cooling load?

Any help would be much appreciated.

I would assume you could be useing all of the heating units at the same time, so rating the load at 100% seems to me the way to go.
It also would seem that you would use the larger of the two loads heating or air-conditioning in your service calculations.
