customer has a 240v 56 amp kiln its manual calls for 70 amp ocp . it also says wire with #4 awg and if 40 feet away or more #2awg
its 70 feet away in garage. the garage hasn't any power so my question is seems like a good idea to feed a sub panel with the #2 give them a receptacle and light circuit from new panel. the panel could be by the kiln and feed it with the #4.

That's what I would do.
Use 4 conductor feeder cable and drive a ground rod.
 
That's what I did for my sisters kiln, she needed 120 for the potters wheel and some lights too. She used an old syrup mill building about 150' down from my house on my dads property. I put a power logic energy meter on the feed so she could pay me back for the power she used.
