Electric room layout for mixed use project

I take on a new project and need to complete electric room layout. There are about 84 residential units, 3 retail stores, 1 restaurants and 1 leasing office.

Attached are the SLD and electric room layout with switchgear dimensions.

I use 5 stacks of meter in one group. Therefore, there are 17 meter groups. Is it reasonable to use only one electric room for these 17 meter groups? I am afraid that if all the meters be installed in main electrical room at the basement, it is going to be too crowded for feeders.

Is it better to have groups of metering distributions on upper floors?

There are five floors, the building height is 55', less than 75'.
