Electric Service Attachment to Rain Gutter Clearance

I have not been able to find in either NEC or NESC a required clearance from the electric service attachment to a rain gutter (vertical downspout from roof to ground). Is anyone aware of a standard clearance?

Gutter is part of building so 8 ft. Could go to 3 ft per 230.24(A)ex#2 or to 18 in per 230.24(A)ex#3
 
As for NESC, section 234 applies: Generally, 3.5 ft vertical for plex and 10.5 ft vertical for open wire. The horizontal is generally 5 ft for plex (can go to 3 ft for specific conditions) and 5.5 ft for open wire (depends on wind, and also may be reduced to 3.5 ft for specific conditions).
