Biggest problem with natural bodies of water is there are many potential sources of introducing voltages. Unlike a swimming pool where we build an equipotential plane around the entire pool plus the majority of ungrounded potential usually comes from a single source. With a natural body of water it is impractical (nearly impossible) to install an equipotential plane. All it takes is one weak connection on a POCO MGN or even just a high level of unbalance loading on lines and the resulting voltage drop on the MGN will be be enough where you can easily have voltages everywhere there is metallic equipment bonded to electrical system and within reach of persons in or around the water.
