Would an EV charger at a multi-family project be considered "electrical equipment" and need the working space clearance?

Well, it would be utilization equipment rather than part of the building wiring system, especially if plug attached.
Does the NEC require working space for a garbage disposer or a dishwasher?
For a ceiling fixture or a wall sconce luminaire?
