Does electric water cooler require to have a GFCI outlet?If, so, where in the code require it?

IMO an electric water cooler that dispenses water in cups is not a drinking fountain so no GFCI protection required.

I agree... 422.52 meets this requirement. Either a GFCI behind the water fountain, or a GFCI breaker are acceptable.
