See if 422.52 fits your situation, if not then see 210.8(B) as stated above.

IMO an electric water cooler that dispenses water in cups is not a drinking fountain so no GFCI protection required.

I agree... 422.52 meets this requirement. Either a GFCI behind the water fountain, or a GFCI breaker are acceptable.
