Indoors not likely.

Location, Wet. Installations underground or in concrete slabs or masonry in direct contact with the earth; in locations subject to saturation with water or other liquids, such as vehicle washing areas; and in unprotected locations exposed to weather.

YESSSSS!!
But the question was "WET LOCATION"?
Is 6' within a sink a wet location?
Are you using bubble covers in a kitchen?
So IT'S NOT A WET LOCATION
Do you need GFCI in a garage?
Are you using bubble covers in that said garage?
So is the garage a wet location because you have to use GFCI's?

Doesn't matter you still must GFCI. 422.52 (2008)

Electric water coolers .....

wet location or not??

If an area is a wet location or not has nothing to do with a water cooler being there or not.

My basic rule of thumb for deciding if an indoor location is also a wet location is to look at the building materials used in that area.

If it is a wet location building codes will require more than drywall and carpet, you will see floor drains, tiled walls etc.
