ELECTRICAL BOND BETWEEN PRIMARY AND SECONDARY NEUTRAL PURPOSE

Hi:

I'm wondering what's the purpose of making a "jumper" or bonding connection between the secondary neutral and the primary neutral. I know utilities ask to run a neutral wire in an underground feeder that will feed a delta-wye grounded transformer connection. I can imagine that it is to bond the secondary neutral to the system neutral (primary is connected in delta and don't need it). What's the purpose of this bonding connection?

It allows the POCO to gain access to a free second neutral and a free grounding system.

Customers often have municipal metal water pipes running across town which act as a conductor itself (second neutral).

In addition to that a customer's ground electrodes, UFER ect give extra lightning protection to POCOs equipment.
