Electrical Box Placement - Distance from Ground Level?

Why are outdoor, waterproof, electrical connector/splice boxes located a certain distance from ground level; e.g. 18" minimum? What is the principle/logic that supports this requirement?

Actually many boxes are located in the ground. The main issue is what the box is listed for, height from ground is not an issue, although it makes sense to keep it up a ways.

The only actual distance issue I am aware of in regards to service panels is 550.32(F) on mobile homes.

In regards to your question I will jump on a limb here and figure you are refering to section 314.23(F) of the 2002 NEC.

" Boxes containing devices or luminaries are considered supported when two IMC or RMC conduits are threaded wrenchtight, if each raceway is supported within 18 in of the box."

Now.....do those boxes contain devices or luminaries....well not in your statment..they are only junction boxes....no devices or luminaries present...as roger said many boxes are listed for contact as well but I agree with roger....it would be good to keep it up if possible....
 
As a novice, I ask my question because I had a guy install a septic system that requires a sump pump. From the sump pump and alarm control panel, seven wires are run in a plastic conduit to a plastic waterproof splice box from which the final connection to the pump and alarm in the sump tank is made, also through plastic conduit, at least into the sump tank. According to the plan the splice box's placement is indicated at a minimum of 18" from ground level. The installer placed it 13" from ground level and I am a bit concerned. If there is no safety issue involved then I don't really care, but if safety is involved I will have to insist he redo. I just don't know!!! Hence my questions.
