Electrical Certification

Hey guys, can anyone enlighten me on this requirement, not sure I understand what is being asked. What kind of certificate?
"electrical certification for NEC NFPA 70 compliance for all electrical work" For a Licensed Hospital.

Years ago there was a certain large engineering company that required us to certify that the work we had done was to NEC requirements. We used to write a letter that said we hereby certify blah blah blah and they accepted that

What is the context? Is this part of a job spec, or perhaps a help-wanted ad?

Pretty ironic, as no code cycle is stated, so you could certify it complies with NEC NFPA 70.....1981....
