Electrical conduit emerging from ground

I live in northern MN. This apartment building has garages at the mains level. When it rains, the water infiltrates the inner garage walls. Since I couldn’t seal well with plastic around the conduit, I did the next best thing and poured some concrete :p someone brought up a concern that the conduit is supposed to be at least 1’ away front concrete to prevent freeze/thaw damage.

In my searching, I have not seen this specified anywhere. Is it a concern? Is it a rule? Maybe I did something stupid? Maybe it doesn’t matter? Thank you in advance!
