Electrical Conduit in Post Tension Deck Spacing at Meter Rooms

Currently have an ongoing project that I am looking for some feedback from the forum.
I have a Post tension deck with structural details that provide for 2xD (D= conduit diameter) for spacing between conduits, conduits in middle 1/3 of slab. This is fine and we can abide by this throughout the deck however, the issue has arisen because of the congestion at the actual meter rooms.
Anyone else have experience with reduced spacing (closer tolerances) when the conduits come up into the meter room?
Structural engineer is saying that we need to keep spacing at 2" min even when we come up into the meter room -
We have 70 conduits coming up into one meter room. What is the minimum spacing anyone has done at the meter rooms and do we need to keep the 2"?

No one here can override what the structural engineer says.

if you do not have enough room for all your conduits he may have to do something to help you out.

The EE and the structural engineer should collaborate on this one. The EE will see what you're up against. You're very wise for questioning it.
