Electrical Conduit Under body of water?

We are planning a large public bathing facility, basically a large aesthetically pleasing man made lake with docks, swimming areas and an island in the middle. Our client is asking for power on the island to power lights, irrigation control and possibly a restroom.

Per NEC 680.8(A) for overhead conductor clearances we have to be 22.5' from water in any direction. This table is only for overhead conductor clearances, but if I trench underground more than 22.5' from water then come up into an island that is connected to base of pool so that my rigid metal raceway is always at least 22.5' from edge of water would this be acceptable?

NEC 680.10 allows underground wiring unless we are supplying pool equipment noted in article 680. We are trying to power an island with lights, so this probably doesn't apply.


Can anyone think of a code section or exemption that will allow me to power my island?
