Electrical Contractor bidding work

we have a company that subs the electrical work THEY BID to us to do work. Our state like many other i suppose cant solicit work without
contractor license. How is this company able to even bid on electrical work? i have a brother who is always hiring electrical contractors for the work they do. i was wondering if he sub it to us, after he bid on work, would he be considered a electrical contractor. He isnt actually doing the work.

That is not unusual unless there is more to the story. We do work for a couple of out of state contractors regularly and get calls all the time. Most of them we don't want to work for.

i know what you mean. we are on a vendor list hard to get on. sometimes the company will ask us to hire a plumber we sub work to them on a upcharge from our comapny. not sure that makes us a plumbing company by bidding work
