How can a journeyman electrician get his contractors license if he has no one( master electrician) to sign his state application test. Need advice thx

Move to NY. All you need is a truck with a ladder on top to be a contractor. Unless you want to do HVAC of alarm system then you need a state license for these trades.
Maybe upstate, not true in NYC. You need 7 1/2 years of certified employment with licensed EC, plus pass test etc. Also you have to have a storefront.

Georgia does not have a journeyman license, maybe in the Union, but it would not count for a state license in Georgia. Georgia only has a Class I and Class II. I do have a Michigan and Florida journeyman’s license. As others have posted, it’s right on the license.
