As a Florida state-registered electrical contractor, am I able to provide permit services to property owners or other individuals who actually perform the electrical work, pulling electrical permits and providing certain supervisory work for specific jobs, without getting into trouble with the State?

I don't know Florida law, but I can't imagine this being a good idea, let alone a good business plan. What do you imagine would protect you against liability, when (and I do not say "if") a homeowner does some installation wrong, and it was not one that you had put in any supervisory time, and it resulted in property damage and injury?

We had a local guy, many years ago, he thought he could sell his license, and tried what the OP suggests, it did not take long for him to get in trouble, a homeowner wiring under his license and permit, missed wiring a limit switch on a gas heater, he not only went out of business, he moved out of town, his reputation was shot, I have no idea what insurance he had, but charlie is right, what does he imaging would protect him against liability.

Why would you. Liability Liability BIG TIME.

Yes it seems like easy money, but you will lose big.

Also if the home owner or so called worker gets hurt on the job? or dies? (workers Comp)

Or if some one dies after the CO and they find the electrical at fualt.

Sorry to much to lose for so little cash. Think as a business man not a electrician.

Yes you are able.
You are also able to:
Loose your license
Have fines and charges brought against you for peddling you license
Have lawsuits filed against you
Have criminal charges brought against you in case of injury or death
Is there any thing else you would like to be able to do?
But the main question is. Why are you trying to crap on a profession that has a hard enough time as it is?
