Even given the higher estimates of $600-1200 out of what it usually costs to build a home it's not really justified. What are they going to do when the 2011 version comes out with even more changes?

I would love to see their numbers and how they say that the 2008 code will only cost an extra $200 for an entire new house.

Almost a year old now, that was from last March. And it was then at least partially repealled, and reapproved for enforcement 1-1-2009.
