ELECTRICAL DUCTBANK CONSTRUCTION ?

Our agency standard is to use #4 rebar in our construction of electrical ductbanks. This standard has been in place for decades, and I'm curious what added value this offers since it's aleady Schedule 40/80 PVC conduit encased in 3000 psi concrete. Is this rebar required in standard ductbank construction in the real world.

I thinking you are using rebar to tie the ductbank down, so when the

concrete is poured the ductbank stays put, is that right?
 
Rebar is often used for increased strength in the duct bank. Concrete is great under compressive loads but does not do as well under tension. The steel adds the tension strength. The duct bank comes under tension when it tries to bend. This happens with ground movement or settlement.

The rebar also helps prevent any stresses within the concrete from being imposed on the conduit.
